Packaging Machines: Flow Wrap, Vacuum Packaging, and Weigh-Filling

What Packaging Machine Should Dumplings Use?

Packaging for frozen dumplings, roughly from small to large volume:

  • Hand bagging + sealer: Weigh and bag by hand, then heat-seal with a foot-operated or tabletop sealer. Inexpensive equipment, suitable for getting started.
  • Premade pouch machine: Picks up preprinted finished bags one at a time, opens, fills, and seals them. Attractive bag styles, including zipper bags and stand-up pouches; suitable for retail packaging.
  • Vertical form-fill-seal (VFFS) machine: Film from a roll is formed into a bag from above, product drops in from above to fill it, and bags are sealed as they're made. Fast, often paired with a multihead weigher, and used for high-volume packaging of small products.
  • Flow wrapper: Film from a roll wraps the product horizontally into a pillow shape; suitable for single pieces or arranged products, such as individual buns or overwrap on boxed products.

When packaging frozen products, note: product coming out of the blast freezer has a very cold surface and readily forms condensation on contact with warmer air, so the packaging area temperature and packaging speed both affect appearance; bags and seals must withstand low temperatures without becoming brittle.

Is Vacuum Packaging Suitable?

Vacuum packaging removes the air from the bag before sealing, reducing oxidation and freezer burn (drying) and making products firmer and easier to stack. But for products like dumplings and buns, consider:

  • Deformation: Vacuum pressure can flatten soft products, ruining dumpling pleats and bun shapes. If you use it, it's usually only after the product is frozen completely hard, or with trays sealed with film.
  • Sticking: Small products pressed together may freeze into a single block.
  • Cost and speed: Vacuum machines are usually slower than standard fill-and-seal packaging.

Vacuum-packaged foods have other regulations to note: Articles 18 and 19 of the Regulations on Good Hygiene Practice for Food (食品良好衛生規範準則) set storage conditions at room temperature and under refrigeration for "vacuum-packaged ready-to-eat foods," and the Ministry of Health and Welfare also has labeling rules for commercially sold vacuum-packaged foods. Frozen dumplings that require heating differ from ready-to-eat products, so confirm which provisions apply based on your product's nature.

Weighing and Counting

  • Weighing: A multihead (combination) weigher divides product among multiple weigh buckets, and a computer picks the combination closest to the target weight; fast with small error, suited to products sold by weight.
  • Counting: For products sold as "20 per bag" or "6 per box," use counting equipment or arrange and box them.
  • Checkweigher: Weighs packages again after packaging and automatically rejects those that are underweight or overweight.

Weight labeling also has a legal side. Article 45 of the Weights and Measures Act (度量衡法) requires designated and announced prepackaged goods to label net content in legal units of measurement, with the difference between labeled and actual quantity not exceeding the legal tolerance. Scales used for finished packaging should be calibrated regularly; to find out whether your product is a designated item, check with the Bureau of Standards, Metrology and Inspection (BSMI) under the Ministry of Economic Affairs.

Regulations on Packaging Materials and Labeling

  • Packaging materials: Article 3 of the Act Governing Food Safety and Sanitation (食品安全衛生管理法) defines "containers or wrappings in direct contact with food" as food containers or packaging; materials must comply with the Sanitation Standard for Food Utensils, Containers and Packages (食品器具容器包裝衛生標準), whose Annex Table 2 sets migration testing requirements for each type of plastic. Getting test reports showing compliance from your packaging supplier is basic due diligence.
  • Labeling: Article 22 of the Act Governing Food Safety and Sanitation requires outer packaging to list the product name, contents, net weight, food additives, manufacturer information, country of origin, expiration date, nutrition labeling, and more. Frozen foods are also subject to labeling rules for prepackaged frozen foods, requiring storage methods and conditions to be added; products that require cooking must also list heating and cooking conditions. FAQ

Q: I'm just starting to make frozen dumplings. What packaging machine should I buy?
A: At small volumes, a scale and sealer are enough to get started; as output grows, consider a premade pouch or VFFS machine.

Q: Can dumplings be vacuum packaged?
A: Yes, but vacuum tends to crush dumplings out of shape and make them stick together, so they usually need to be frozen completely hard first, or packed in trays sealed with film.

Q: If a bag is labeled 1 kg, how much can the actual weight differ?
A: For designated and announced prepackaged goods, the tolerance follows the allowable errors announced by the BSMI; check by product category.

Q: What documentation should packaging bags have?
A: Ask your packaging supplier for test reports showing compliance with the Sanitation Standard for Food Utensils, Containers and Packages.
